Andrea McNamara Doyle was appointed by Governor Gregoire in 2006 as a Board Member on
the Pollution Control Hearings Board, Shorelines Hearings Board, and Environmental and Land
Use Hearings Board. She was reconfirmed in 2009 to her second term, and assumed the
responsibilities of Chair in July 2009.
Ms. McNamara Doyle served for nearly a decade as Senior Counsel and Coordinator of various
legislative committees at the Washington State Senate. In her role as a non-partisan staff
attorney, Ms. McNamara Doyle provided independent legal and policy advice to legislators of
both parties on a range of environmental issues.
She came to the EHO from Davis Wright Tremaine, LLP law firm in Seattle, where her areas of
practice included energy, environmental regulation, government relations, real estate, and land
use. At the firm, Ms. McNamara Doyle assisted hydroelectric project owners in obtaining Clean
Water Act Section 401 water quality certifications from the state and federal license renewals
from the Federal Energy Regulatory Commission. She successfully lobbied for amendments to
state procurement laws related to municipal wastewater and drinking water services, represented
clients in the development of water quality clean up plans, and assisted property owners pursuing
amendments to county comprehensive plans and development regulations.
Ms. McNamara Doyle holds a BA, magna cum laude, from Western Washington University and
a JD, with high honors, from the University of Washington School of Law.
