Kay M. Brown began her service as an Administrative Appeals Judge for the boards of the Environmental Hearings Office in September 2002. Prior to her appointment with the Environmental Hearings Office she served in the Attorney General's Office for 18 years as an Assistant Attorney General. During her tenure there she represented a variety of state agencies including Department of Revenue, Department of Social and Health Services, Department of Corrections and Department of Licensing. Most recently she was a Team Leader for the Regulatory Team in the Natural Resources Division. Ms. Brown received a B.A in Business Administration from Gonzaga University in 1980 and a JD degree from the University of Washington Law School in 1984. She was a member of the Washington Law Review. Ms. Brown was admitted to the Washington Bar in 1984.
